European Lunar Futures – From participation to strategic agency on the Moon

A Strategic Foresight Programme

As its first project, FUSE launches European Lunar Futures, a strategic foresight programme exploring Europe’s possible roles in the emerging lunar order towards 2045.

Developed in collaboration with the Institute for Qualifying Innovation Research and Consulting (IQIB), the programme brings together experts from across Europe’s space sector through Delphi surveys and participatory foresight workshops. It explores alternative futures for European lunar activities, questions existing dependencies and strategic assumptions and examines pathways towards greater European agency on the Moon.

Rather than predicting a single future, the programme aims to broaden the range of futures Europe is prepared to imagine, actively pursue, and strategically shape.
